Provide new auto configuration section auto:cli for command line arguments 7133842cbf

Provide CommandLineTester and DeadtimeProvider f419aaa1b1

This refs #56: it is neccessary to test command line option --force
in order to use Deadtime as a Provider

FIX make config parser section names case-sensitive 0f758e29f7

This would usually break things, but currently, I know for a fact that nothing
uses capital letters :)

Problem is, if we use Config's env section as environment for subprocesses - which
we need to do when we manipulate the environment for runuser stuff - we need the
environment variables to preserve their case.
