REFACTOR adding options to rsync ... c207288d7f

The code is getting crowded, so we use a common function.

RSYNC add chown option ... 03cb5a6ffa

Until now, this is done by adding --chown=USER in general 'options',
but this way we can more easily read the value elsewhere.
