Make it possible to add, remove, replace providers.

--providers
--add-provider or --append-provider and --prepend-provider

If at all possible, certain subcommands should exclude the execution of providers, e.g. 'config', but also maybe 'notify', 'logreader', 'receiver', 'remotereader'.
